Minutes of Thursby Parish Council Meeting

held in Thursby Parish Hall on Tuesday 15th

Resolved:
that the Chair sign as a correct record minutes of the Parish Council Meeting
held on 15th October
2013.

Chairman’s Announcements

a) The Electoral Registration and Administration Act 2013
introduced a change to the timing of the compulsory reviews of UK Parliamentary
polling districts and places.  Allerdale
Borough Council is carrying out a review of the polling districts and polling
places in its area to comply with the above regulations, which require local
authorities to undertake and complete a review between 1/10/13 and 31/1/14,
with our consultation commencing 11/10/13 concluding on 15/11/13.

 

Allerdale would like your comments on how to improve the
current election arrangements, for more details go to www.allerdale.gov.uk/elections.
If  you would like to comment you must do
so in writing to the Electoral Registration Officer, Democratic
Services/Elections, Allerdale Borough Council, Allerdale
house,Workington,Cumbria,CA143YJ.

 

b) Allerdale Plan
–Part 2
. To discuss Site Allocations any proposals must be submitted by the
22/11/13.

 

75/10/13 Public
Participation
-

Concern over the quality of grass cutting, being left too
long, not being collected. Steve Vivers from Envirocare Grounds Maintenance
said it is not in our contract to collect it every time. Proposal was to obtain
quote from Steve for the collection of all grass cuttings and for the Parish
Council to review it. Request was also made to use a cylinder mower as this
type of mower improves the cut, Mr Vivers said he was able to do that.

8.15pm Steve Vivers leaves the meeting.

– no report received.

County Council – Cllr Fairbairn.

-Forum North East Allerdale at the Old Convent,Wigton on
the 7th Nov 2013, 7-9pm, Understanding changes to the Heath Service,
various speakers and  Health Watch.

-Cabinet meeting on 17th Nov 2013.

-Concern over Wigton Swimming Pool currently closed due to
a pollution incident. Nearest pool is Cockermouth which is not viable to travel
that far for training and for schools to be able to fit it into the school
curriculum, they need a closer pool.

Letter of concern to be sent to the Chief Executive of
Allerdale.

-“Spot the Grot” new phone App for reporting dumped items.

-Cllr Fairbairn had visited Neal House with the Highways
Engineer.

-Due to the Head Teacher being on long term sick from
Thursby School if anyone has any concerns or issues then they are asked to
speak to the Chair of Governors.

 

Cllr Fairbairn left the meeting 8.35pm

Allerdale Borough Council-
No representation.

 

e)
Sports and Recreation

-Cumbria county Council £1000 grant.

Still awaiting confirmation from other funding groups,
there will be another meeting on the 16th November 2013. The Clerk
has the Queen Elizabeth II form to complete and send off.

An Electrician is coming to survey the Norweb box at the
Pavillion and a certificate of compliance will be obtained, they are also
looking into what supply will be needed for showers etc for the future project.

 

f) Thursby
School

-Head Teacher currently off sick.

 

g) Broadband
in Cumbria

-Residents need to
promote and register the need for superfast Broadband. They can do this by logging
onto the ‘Connecting Cumbria Website’. Another meeting to be held in a few
months.

Audit.

External Auditor had highlighted that there was no Asset
Register.

84/10/13-
Cutting of hedge on Park.
Currently the hedge is overgrown, clerk to
contact Home housing as they own the hedge.

85/10/13-Clerk
to be paid SCP 18 £9.09 per hour for ten hours a week.

Dog Ban/dogs on lead- For a Dog Ban
to be placed on the playing field and entrance lane to the field Public
consultation must take place.  If anyone
has any objections or concerns relating to this matter then please forward to
Thursby Parish clerk at Blackbrow Farm,Aikton,Wigton,CA70JT or email thursbypc@gmail.com. The clerk will be
available at the Parish hall every Monday between 9am-12am if you wish to air
your concerns in person.

All correspondence to be in by 10th Nov
2013.

The costs associated with introducing dog control orders
will be met by Allerdale borough council after an initial one off payment has
been received from the Parish council of £350.00 for the site requested. This
payment will provide the legal services of Allerdale council to place the
statutory notices in the local press, signage a graphic description of the area
and the penalty for any breaches of the order. Allerdale Street Scene Officers
will, as part of their existing duties, monitor and enforce the order.
