183/02/2020 Future of the Throstle : Councillors agreed to re-order the meeting agenda to take this item first in order to facilitate the attendance of Peg Eastwood, Throstle Editor. Parish Councillors welcomed Peg Eastwood to the meeting and Peg gave an update to advise that two parishioners had come forward who were interested in looking to assist to continue producing the Throstle in its current form. Councillors welcomed this information.

The meeting returned to the agenda order.

181/02/2020 Minutes of Previous Meetings: The minutes of the meeting of 21st January 2020 were discussed and the Council resolved to sign them as being a true record of the meeting.

182/02/2020 Chairs Announcements
The Chair announced that Age UK West Cumbria Board of Trustees were looking for trustees and the Council resolved to circulate contact details to councillors.

The Chair announced a CALC workshop on Climate Emergency Support was taking place on Friday 13th March at Newbiggin Village Hall. Councillor Hall had expressed an interest in attending. The Council approved his attendance and payment of £10.00 and travel costs. The Council resolved to have this matter on the March agenda for further discussion and for Councillor Hall to feedback from the workshop.

Surface Water Flooding – The Council resolved to have this matter on the agenda for March meeting.

The Chair announced that CALC training for Councillors – Module 2 would take place on 24th March 2020 6pm to 8.30pm in Thursby Parish Hall. The Council resolved to fund a cold buffet from The Ship Inn.

The Chair announced that Cumbria County Council will shortly be undertaking a review of the North Allerdale Traffic Regulation Order (TRO)to address any outstanding issues. The Council resolved to raise immediate concerns about vehicles using Matty Lonning as a rat-run, a ghost lane for the How End junction and the uniformity of road signage. The Council resolved to have this matter on the agenda for March meeting.

184/02/2020 Royal Airforce Battle of Britain 80th Anniversary: Councillors resolved to contact the Throstle editor to put an announcement in the next edition of the Throstle to see if any individual or Parish group wanted to take a lead on marking this event.

185/02/2020 VE Day Celebrations: Councillors resolved to contact the Throstle editor to put an announcement in the next edition of the Throstle to see if any individual or Parish group wanted to take a lead on marking this event.

186/02/2020 Parish Council Website Development – Councillors resolved to have this matter on the agenda for March meeting in the communications section.

188/02/2020 County Council and Borough Council reports –

Councillor Mike Johnson, Cumbria County Council sent the following report

• I did meet with the Corporate Director last week after the full Council meeting in Kendal and talked through the issues around highways that have previously been raised, so I’m waiting for them to come back to me.

If there’s anything further the PC would like any assistance, please let me know.

Councillor Hodgson, Allerdale Borough Council sent the following report

1) ABC now intend to operate the local Markets themselves – info as previously circulated by email

2) ABC now have a 10-year strategy which is accessible using the following link –

189/02/2020 Register of Disclosable Pecuniary Interest and Other Registerable Interests – The Council resolved to check with Allerdale Borough Council for receipt of interest forms as Councillors recalled the forms requested had been hand delivered to Allerdale offices by the previous clerk.

190/02/2020 Tree Trimming – The Council resolved to approve the request from Electricity North West Arborist Surveyor to Crown reduce a specified tree on parish land.

191/02/2020 NALC Spring Conference – The Council resolved not to send a representative to this conference.

192/02/2020 NALC Joint Panel on Accountability and Governance (JPAG) – The Council resolved to complete and return the survey.

193/02/2020 Working Together – The Council resolved to contact the Working Together Service and invite a representative to a future Parish Council meeting to present further details.

194/02/2020 Clerks Report – The Clerk outlined to the meeting an update on actions from the previous meeting. The Council resolved that the clerk continue to use her own mobile phone to be reviewed 1st August 2020.

195/02/2020 Progress reports for information reflecting the priorities of the Community Led Plan

• Health and Wellbeing – curry night at the Parish Hall sold out. Councillor Bowe to report some slight flooding on the Jubilee field to the Sports and Recreation Committee. The Council resolved to seek clarification from the Sports and Recreation Committee regarding the Annual Play Area inspection.

• Environment – No report

• Housing issues – Councillor Barlow had attended a Home Group estate walk- round and gave the Parish Council an informal update. The formal Home Group report to be discussed at a future meeting. The hedge has been re-instated on St Andrews View. Councillor McCreadie to be asked to update about clearance of rubbish and sandbag in bottom of hedge at St Andrews View.
• Community amenities – No report

• Communications – There had been damage to the broadband cable box on Matty Lonning and this is being repaired by Open Reach. Councillor Hunter to look at the loose notice board at St Andrews View. Councillor McCreadie to be asked about uploading Parish Council minutes to facebook. Councillor Hunter to chase up playing fields signage.

196/02/2020 Planning – VAR2020/0001 – variation of condition 2 on application 2/2011/0350 Land at Greenside, Thursby approved.

The Council resolved to contact Allerdale Borough Council to confirm that details of all information and actions relating to planning in Thursby Parish are sent to the Parish Clerk.

197/02/2020 Emergency Expenditure – councillors discussed authorising that £100 could be spent in an emergency by the Clerk in conjunction with the Chair of the Council and resolved to seek further clarity on this matter and bring this to the next meeting.

198/02/2020 Payment of Accounts signed and authorised
The Council resolved to authorise approval for the following payments:

• Outgoing Clerk’s Salary £215.48
• PAYE £53.80
• New Clerk’s Salary £244.00
• PAYE £60.80
• Clerk’s Expenses £50.96

199/02/2020 Accounts
The Council resolved to approve the financial statement as at 31 January 2020 and signed the accounts and accompanying bank statement.
