104/10/19 – Apologies – Cllr Ray McCreadie, Cllr Vaughan Hodgson (ABC) and Cllr Mike Johnson (CCC)

105/10/19 – Declaration of interests – Cllr Hunter declared an interest in item number 12 on the agenda.

106/10/19 – Dispensations – None

107/10/19 – Minutes of previous meeting – The minutes of the meetings of the 10th September 2019 were discussed, and the council resolved to sign them as being a true record of the meeting.

108/10/19 – Chairs announcements – The chair announced the date of the CALC Annual General Meeting at Wigton Market Hall on Saturday 9th November at 1030, and the next Allerdale CALC meeting on the 24th October. She also informed the council that the clerk had tendered his resignation which she had accepted, and the that the process had started to appoint a new clerk.

Allerdale Borough Council – No report

110/9/19 – Council website – Councillors resolved to rearrange a further meeting to agree the best format for the website – Cllr Bowe to circulate suggested dates.

111/10/19 – Village signage – A discussion was had around additional signage to the sports field with a suggestion that Cumbria Highways may install signs to the field, councillors resolved to meet on Monday 28th October to agree possible locations and wording to present to Highways.

112/10/19 – Additional village seating – Following a site visit by CCC to consider the position of an additional seat at the entrance to the footpath leading through housing estate toward Greenwood Close, a Memorandum of Agreement has been drawn up between the Parish Council and Cumbria Highways. That agreement is awaiting approval before the seat can be installed. A seat has been ordered from a local supplier.

113/10/19 – Location of additional grit bin. – On examination of the grit bin referred to it has been found to be split and therefore of no use, Councillors resolved to purchase an additional grit bin and position it at the bottom of the footpath entrance to St Andrews View, and request that Story Homes dispose of the damaged grit bin.

114/10/19 – Park railings – An update was given to the councillor of the progress regarding the painting of the railings which should be completed by the end of the month.

115/10/19 – Allerdale Local Plan (Part 2) Site Allocations Main Modifications – Councillors resolved to make no comments.

116/10/19 – Council Plan consultation draft – Councillors resolved to make no comments.

117/10/19 – Budget setting for 20/21 – Councillors agreed the budget headings for the next financial year with no increase in the precept, with the formal budget to be approved at the November meeting.

118/10/19 – Clerks report on actions not covered on the agenda

The clerk outlined to the council an update on actions from the previous meetings and a report of his activities since the council last met in September.

119/10/19 – Progress reports for information reflecting the priorities of the Community Led Plan.

  • Health and Wellbeing – The hedge to the jubilee field has now been cut by a local farmer which the council would like to acknowledge, and to thank the person responsible. The council would also like to show its appreciation to those in the parish who carry out voluntary work for the benefit others, and to acknowledge that it does not go unnoticed.
  • Environment – No progress has been made with signage to Thursby from the Low Road junction on the A595, or the installation of marker posts. The overhanging trees obstructing the streetlight on Matty Lonning continue to be a problem with a councillor agreeing to talk with the owner about having them cut back. The footpath along Curthwaite Road is overgrown with vegetation with a request that highways be informed.  
  • Housing Issues – The faulty street lighting alongside St Andrews View reported to Story’s some months ago is now to be addressed by Story’s
  • Community amenities –

Parish Hall – A new caretaker has now been appointed, the faulty lighting by the steps to the car park is being addressed, and a financial review into the hall’s finances will be carried out in January.

Thursby school –. The classroom extension should be open following the half term break with an official opening expected at the end of November. Class 1 and 2 are now full and additional classes will have to be introduced should they get any more pupils.

120/10/19 – Planning applications: –

 Received: – HOU/2019/0202 – Erection of single-story workshop/leisure room/ garden room garage – West Lodge, Thursby – no council objections

OUT/2019/0002 – Outline planning permission for 12 houses on land at Church Lane, Thursby – The parish council resolved to re-submit their concerns that were submitted following the original application in March, and request that the matter be brought before the development panel.

121/10/19 – Payment of accounts.
