414/2/19 – Apologies – None
415/2/19 – Declaration of interests – Cllr Bowe declared and interest in agenda item 20
416/2/19 – Dispensations – None
417/2/19 – Minutes of previous meeting – The minutes of the meetings of the 15th January 2019 were discussed, and the council resolved to sign them as being a true record of the meeting.
418/2/19 – Chairs announcements – The chair read out an invite to councillors from the Solway Aviation Museum to a pre-opening show day at the Carlisle Lake District Airport on the 26th March between 2pm and 8.30pm
419/2/19 – Exclusion of press and public – the council resolved to exclude the public and press from agenda item number 21.
420/2/19 – Public participation – Issue were raised about 1) the recent Northern Gas signs that seemed to have been left behind after work near to the sports field entrance, 2) a broken garage door on the Home Estate, 3) a loose dog running around on the playing field owned by a team member setting up for football, in contravention of the dogs on leads order, and 4) overhanging trees blocking the full length of the front garden where the canopy of the trees are overhanging the streetlight on Curthwaite Road. Issues were also raised about litter left in the layby on Low Road and the road surface through Thursby Village. Individual Councillors resolved to address the issues 1-4 and the clerk to contact Allerdale re litter on Low Road and Highways re road surface.
421/2/19 – Councillors vacancy’s – the council discussed the application from Helen Barlow for the position of councillor and unanimously agreed to co-opt her onto the council.

Cumbria County Council – No report
Allerdale Borough Council – Cllr McDonald stated that she had enquired with Allerdale BC about the rat problem along Matty Beck, they advised her the best course of action would be to call a multi-agency meeting between Allerdale BC, the Environment Agency and the Parish Council. Allerdale BC to arrange.
423/2/19 – Overhanging trees on the Paddocks play area – following a discussion councillor resolved to have the trees trimmed to address the overhang.
424/2/19 – Thursby green bus shelter – Councillors discussed estimates to have a new seat installed, and to repair the existing seat and re-position it at a location yet to be determined, they resolved to have the work carried and to agree a location to reposition the old seat at a later date.
425/2/19 – How End junction A595 – councillors discussed the responses from the County Council following the last meeting and resolved to request that highways install reflective marker posts from both the north and south of the junction, and any possible lighting.
426/2/19 – Allerdale Speed limit review – councillors discussed the ongoing speed limit review and the latest response from the County Council and resolved to pursue this further with the Member of Parliament
427/2/19 – Maintenance of bus shelters and parish seats – following a discussion by councillors on the bus shelters and seats in the parish, it was resolved to re visit this item early in the new financial year and draw up a plan to have the necessary repairs carried out.
428/2/19 – Speed Indicator device (SID) – councillors agreed on three locations on Curthwaite Road, Low Road and on the road into the village between the Paddocks entrance and the Ship Inn as locations the best suited to positioning the SID, Highways to be notified.
429/2/19 – Clerks report on actions not covered on the agenda
The clerk outlined to the council an update on actions from the previous meetings and a report of his activities since the council last met in January.
430/2/19 – Progress reports for information reflecting the priorities of the Community Led Plan.
Health and Wellbeing – The Sports and Recreation committee were hoping to haver the final element of funding in place soon, and to start the work of installing the new play equipment, with a potential finishing date by Easter. A conversation was had as to whether to utilise the old play equipment elsewhere in the parish with a suggestion of the play area on the Paddocks as a potential suitable place. The council resolved to enquire with the sports and recreation committee to see whether re-using the old equipment in this way this was feasible.
Environment – A document was circulated to councillors highlighting a list of areas in need of attention, in line with the priorities in the community plan, actions were raised to address some of these issues.

Community amenities –
• Parish Hall – the committee met last night and reported that the post office service would re-instated for 3 years, and the Pizza vendor would be returning. The internal and external lighting had been upgraded and the accounts were healthy.
• Thursby school – Several initiatives were being progressed by the school including one with Allerdale Borough Council on litter and dog fouling.
Communications – Lack of mobile phone signal continues to be an issue with little progress having been made with individual mobile phone networks.
Broadband issues – Dropping off broadband signals an issue with some examples of vermin eating through the fibre optic cables to the cabinets.
431/2/19 – Planning applications – HOU/2019/0012 – 55 Thornby Road, Micklethwaite – removal of existing conservatory and erection of new sun room and utility room – no council objections

• Decision to be reached on Sports and Recreation club additional contribution of £1,000 to support on-going running costs. Councillors resolved to contribute £500 from the remaining funds from this financial year to the Sports and Recreation Committee.
