386/12/18 – Minutes of previous meeting – The minutes of the meetings of the 20th November 2018 were discussed, and the council resolved to sign them as being a true record of the meeting.

388/12/18 – Public/ Press exclusion – Councillors resolved to exclude the press and public from item number 18 on the agenda.
389/12/18 – Public participation – Concern was expressed as to why the Post Office service from the Parish Hall was being withdrawn, the lack of a post box in Stonehouse Park, the condition of the seat in the bus shelter by the green and rats having been seen in Matty Beck. A resolution had been achieved re the flooding of a resident’s property on School Road. The council resolved to submit a letter in support of a post office service in the parish, to contact the Environmental Health at Allerdale Borough Council re the rats, and to have the bus shelter seat added to the next agenda.

Cumbria County Council – No report
Allerdale Borough Council – Cllr McDonald stated that she had been reassured that there would be no reduction in Allerdale Street Scene Officers, she had obtained a number to report any telephone issues to BT – 0800 8009150, and that the proposal to have all footway lighting transferred to town and parish councils would be included in the council manifesto.
391/12/18 – New Speed Indicator Device policy (SID) – Councillors discussed the revised policy as circulated by the Highways Dept at CCC, which now requires notification to Highways of any deployment location of the SID, councillors resolved to comply with the new guidelines.
392/12/18 – Church lane tree stump – Councillors discussed the options for disposal of the tree stump following the removal of the tree in September and resolved to enquire as to whether it could be landscaped.
393/12/18 – Police /Council meetings – Following circulation of a letter by the police informing the council of their decision to suspend the joint Police council meetings the council resolved to contact the police to enquire about the re-introduction of a monthly police report, and to enquire whether the police contact on the road safety partnership could attend a council meeting.
394/12/18 – Allerdale Borough Council footway lighting- Councillors discussed the proposal by Allerdale Borough Council to transfer all footway lighting to local councils. The council resolved to enquire with Allerdale BC/Highways for a breakdown of current maintenance costs for Thursby footway lights.

371/11/18- Contacted Allerdale BC re the current settlement boundary for Thursby Village.
372/11/18 – Submitted the precept application to Allerdale Borough Council
376/11/18 – Submitted comments on the Allerdale speed limits review.
377/11/18 – Submitted comments on the school classroom extension planning application.
Contacted the CHBT who have agreed to have an engineer change the security screws on the panel in the telephone kiosk housing the trip switch to Philips headed screws, for easier access to the trip switch.
Contacted CALC and arranged possible dates for councillor training.
Contacted the drainage clearance team to report still blocked drains/slits on Shawk Crescent, centre of the village, near the phone box and on Westhaven.
Attended two sessions in the parish hall, 4 residents attended and spoke of issues around drainage issues in the village, looking for an update to the speed limit review, traffic concerns on the A596 and a visit for the Allerdale Street Scene Officer.
Created or responded to 82 emails.
396/12/18 – Progress reports for information reflecting the priorities of the Community Led Plan.
CLP – Councillors agreed to finance the printing costs of the action plan for the plan, to be delivered to each household, if theses costs cannot be met from a grant.
Health and Wellbeing – No report
Environment – Two further waste bins had been positioned on the lay by A595 and near to the Crofton junction, and the damaged bin outside the school replaced. The street enforcement officer had been around the village stencilling areas where dog fouling had occurred, and in the new year he is to work with the school to produce a flyer on litter/dog fouling. The council resolved to submit a letter of thanks to Allerdale BC for the work being done by the Street Enforcement team.
Housing Issues – St Andrews View update
Properties occupied- 48 including rented and discounted for sale
Properties completed – 50
Properties reserved and sold – 60 included rented and included discounted for sale.
Affordable homes plan:
4 for sale – All occupied
13 for rent – 10 occupied
Castles & Coasts housing Association believe there may be a further 3 x 2-bed link houses available from March 2019.
Community amenities –
Parish Hall – The Hall Committee are not able to support any future Arts Out West programmes due to poor attendance at previous events.
Thursby school – A planning meeting has been arranged early in the new year to discuss the classroom extension application, and the school have produced a school travel plan relating to the likely increase in pupil numbers from the new classroom.

Broadband issues – No report
397/12/18 – Planning applications – HOU/2018/0256 – Proposed side extension with steps and new roof to front porch and garage – Rannerdale 10 Matty Lonning, Thursby – no council objections.
