Prior to the commencement of the meeting a discussion was hand with regard to the proposed development of 69 houses on land off Matty Lonning (known locally as Low Road) by Story Homes. Following the discussion councillors agreed to consider their response at item number 202/3/2016
186/3/16 – Apologies – None
187/3/16 – Declaration of interests – Cllrs Bowe and Pattinson on the sports and recreation item.
188/3/16 – Dispensations – Cllr Pattinson declared a pecuniary interest in the Story planning application.
189/3/16 – Minutes of previous meeting – The minutes of the meeting of the 16th February 2016 were agreed as being correct and signed by the chair
190/3/16 – Chairs announcements – The CALC three tier meeting is to take place on Thursday 24th March at Cockermouth Town Hall at 7pm
191/3/16 – Public Participation – This item was covered in the discussion at the start of the meeting.
Reports from: –
Cumbria County Council – Cllr Fairbairn informed the meeting that Connect Roads had been carrying out some road safety work on the series of bends at Micklethwaite and had installed a number of reflective marker posts, they had also been carrying out other road safety work on the A595 outside of the parish.
Allerdale Borough Council – Cllr MacDonald informed the council that the Story planning application had been called in which would result in the application having to go before the planning committee, she stressed that residents who wished to object to the application should make representations themselves and suggested that at the planning committee meeting it would be useful if two/three residents could speak at that meeting.
Cumbria Police – Below is an overview of the incidents reported to the police since the last parish council meeting: –
On the 19th February 2016 a three vehicle road traffic collision occurred on the A595 near to Thursby. There were no injuries.
On the 24th February 2016 a number of Sandstone Coping stones were stolen from the area of Crofton near Thursby. Police investigations into this incident are ongoing, and any witnesses or persons with further information relating to this incident, should please contact the Police on telephone number 101.
On the 5th March a damage only road traffic collision occurred on the Thursby Roundabout. There were no injuries.
193/3/16 – Thursby war memorial – The estimate as provided by Beaties memorials was discussed by the council and it was resolved that a further estimate be obtained in order that they be better placed to make a decision.
194/3/16 – Grass cutting on the play area of the jubilee field – The sports and recreation committee have requested that as a temporary measure that the parish council take on the responsibility for the cutting of the grass at the play area of the jubilee field, until they have purchased the necessary equipment themselves. The Councillor resolved to fund this until July
195/3/16 – Provision of dog bags – A discussion was had as to the provision of an additional dog dispenser and the costs to the council of another dispenser, the council resolved to make further enquiries to see whether the costs of providing this could be reduced further before making a decision.
196/3/16 – Improvements to parish signage – The purchase of parish signs can be made through a number of companies but most recommend that they be made to suit, councillors resolved to raise this at the forthcoming annual parish meeting on the 12th April to get some ideas from residents.
197/3/16 – The annual parish meeting – The following was agreed as to the format for the meeting on the 12th April, annual reports to be presented from those parish organisations supported by the parish council and an invite extended to other parish organisations who may wish to promote the work they do in the community. A presentation of the findings from the recent questionnaire for the revised community plan will be made at the meeting. The meeting to commence at 7.30pm in the parish hall
198/3/16 – Community Plan – Cllr Bowe reported that the questionnaires had been analysed and percentage figures produced which would be presented at the annual parish meeting.
199/3/16 – Removal of glass and can recycling facilities from Ship Inn – The council was informed that Allerdale Borough Council would be withdrawing the recycling facilities from the Ship Inn site now that the purple bag recycling scheme was in operation, stating that the small number of properties not on the purple bag scheme should be advised to dispose their recycling in the normal refuse bin as these will be removed during the normal treatment of waste.
200/3/16 – Other reports: –
- End of year accounts done, to be on the agenda for April for approval
- Letter received from Thursby Parish Hall Committee requesting support funding to enable the post office service to continue from the parish hall, councillors resolved to raise this at the forthcoming parish meeting.
- Letter received from the Church PCC regarding the cleaning and re-lettering of the War memorial and thanking the Parish Council for taking on this responsibility and pointing out that should any additional names be added that the necessary application for lawful authority would be required.
- Play area inspections not yet carried out due to non-availability of the regular assessor, a new assessor has now been found and all inspections should be carried out by May, councillors resolved agree to pay for the full assessment.
- Correspondence received from Thursby school regarding parking at the school together with further correspondence from a resident regarding the use of the parking bays, Cllr Bowe to raise this at the forthcoming meeting with the school governors.
Thursby Parish Hall- At a recent meeting of the parish hall committee Cllr Peerless reported that the hall had suffered its first loss since opening which was mainly due to the improvements that had been carried out lately. He stated that the fees for the hire of the hall would be going up in May emphasising that the work carried out by the hall committee on a voluntary basis was keeping costs down but that as the hall ages it may require in the future a funded caretaker role.
Broadband – Nothing additional to report with no indication of improvement to the service in those areas not in receipt of increased broadband service.
Neighbourhood Forum – No meeting
Thursby School – Cllr Peerless reported that he was to meet with the school governors on the 23rd March.
201/3/16 – Section 106 planning agreement – Councillors discussed how best to ensure that should the Story development go ahead that every effort be made to ensure that any community benefit be appropriate, it was resolved to call a meeting with all relevant parties to thrash out what could be achieved. Cllr MacDonald stated that there were different levels of agreement with any educational projects attracting a higher level.
202/3/2016 – Planning-
Application number 2/2016/2016 – Proposed development of 69 houses on Matty Lonning by Story Homes – Councillors resolved (Cllr Pattinson abstained due to his declaring a dispensation) to object to this application on the following grounds: –
- Traffic and highway safety issues
- The scale of the development
- The design, appearance, layout and material.
- Impact on the surroundings.
- Local knowledge of drainage or other possible problems with the surface.
- Impact on the surroundings.

204/3/16 – Accounts audit:
The financial statement 29th February 2016 was agreed and signed by the council chair.
Date of next meeting – It has been agreed that the next meeting will take place at 7.30pm Tues 19th April 2016 in Thursby Parish Hall
